Facilities

Due to the widespread nature of anomalous phenomenon, the Agency maintains a wide number and variety of facilities throughout its area of operation. Every single FASA facility is equipped with its own procedures, protocols, staff, and accommodations to ensure that Agency operations are conducted as smoothly as possible; however, the vast majority of Agency facilities can be broken down into a handful of categories, which have been described here.

Headquarters

Headquarters Facilites are the most important facilities within their respective regions; they are the largest of any facility type and generally house the most skilled and experienced members of personnel. In addition to serving as the center of Agency activity within their designated area, they also provide coordination and directives to all other facilities within their zone of control.

Headquarters are home to a board of directors1 who are responsible for coordinating the activities of all members of personnel, including specialist employees such as STARS agents, scientists, and engineers. In the event that it becomes impossible for the Board to reach a consensus, or the Board becomes divided, an Executive Director may be called upon to mediate or make a final decision for the Board. In any case, the Board is in charge of all operations within their assigned operational area; this includes the activities of Branches and Outposts. However, Offices (see below) are managed directly by the Directorate of Administration & Logistics.

These facilities vary somewhat, depending on the scale of operations within the area; however, these facilities are often large and require elaborate concealment measures or exist in circumstances that prevent members of the public from accessing them all together. Common locations for Headquarters facilities include massive subterranean base, faux military installments, and uninhabited islands near massive urban centers.

Branches

Branch Facilities are permanent installments within the established region of a headquarters facility, deployed with the intention of increasing the Agency's control of a specific area or zone within a pre-established zone of control. For example, the headquarters in New York may possess several branches imbedded throughout New York City in order to best respond to anomalous phenomenon in that specific section of the state. Even though the headquarters commands all operations within the state of New York, the branches within New York City assist in the preparation and execution of Agency projects specifically within the city.

The administrative positions at any given Branch may vary, though generally these facilities possess a Branch Director and a body of deputy directors underneath them who, collectively, oversee both general and specific operations within that Branch; for example, a Branch that specializes in aquatic anomalous containment may have a Deputy Director of Aquarist Services.

Generally, these facilities are disguised as common businesses with additional sections or areas that are not accessible to civilians; this includes, but is not limited to, fake business fronts, basements of government buildings, and installations imbedded within a subterranean sewer or tunnel system.

Outposts

Outpost Facilities are not permanent installments and do not exert autonomy within their region; rather, outposts are temporary facilities designed with the expressed purpose of enclosing an immobile or dangerous, active anomalous phenomenon. Due to the unpredictable nature of the supernatural, outposts can take many shapes and forms, sometimes requiring very few or very many individuals working together in order to maintain an individual outpost location.

Warehouses

Warehouse Facilities are facilities where non-dangerous anomalous phenomenon are kept; generally, anomalies that maintain a Control Scale of less than Moderate and a TALI Index of less 3 are to be stored within an Agency warehouse. These facilities are often placed near military installments or other Agency facilities in order to justify a large security presence; in areas where the Agency is unable to maintain a strong military presence, local PMC and security organizations may be utilized to protect anomalous assets until they can be moved to a more well-secured location.

Offices

Office Facilities do not conduct direct operations, unlike other facilities maintained by the Agency. Instead, these facilities are purely dedicated to bureaucratic and administrative tasks conducted by the Agency out of necessity. This includes, but is not limited to, the departments and divisions pertaining to payroll, human resources, ethics, internet technologies and international politics. Despite the lack of anomalous overlap, these facilities still possess a hefty security detail due to their involvement with the Agency. Many of these facilities are almost seamlessly integrated with civilian life; they may have their own dedicated section within an office or government building that is subject to 24/7 remote security.
